Statement on August 31 Animal Cruelty Investigation Involving Juveniles
On August 31, the Benton County Sheriff's Office received information about a social-media video depicting extreme animal cruelty resulting in the death of a kitten. Our deputies were deeply disturbed by what they saw and immediately opened an investigation. Deputies identified the individuals involved and confirmed that they are juveniles (under 18). Investigators contacted their parents/guardians, collected statements and evidence, and coordinated directly with the Benton County Juvenile Officer. Upon completion of the investigative report, deputies prepared and submitted referrals for the appropriate criminal violations to the Juvenile Division without delay.
"So, what is the Sheriff's Office going to do about it?"
The Sheriff's Office agrees with public opinion; this type of animal cruelty is not only inhumane but also very extreme and cannot be something tolerated at any level. We will continue to assist if asked for follow-up work (additional interviews, evidence, or court testimony). As for now, all decisions and consequences for this egregious act fall under the auspices of the Juvenile Office and the Juvenile Court. The Sheriff's Office will remain vigilant in deterring and protecting all animals, wild and domesticated, from any form of abuse or cruelty.
Our Role in This Case
Prompt response and ensuring immediate scene/animal safety.
Thoroughly investigated, identified those involved, and documented the facts.
Completion of the report and referral packet forwarded to the Juvenile Officer for action.
From this point forward, case decisions, detention, services, diversion, or filing of a petition, are made by the Juvenile Officer and the Court.
How Juvenile Cases Work (and why this looks different from adult cases)
In Missouri, juvenile matters are governed by the Juvenile Officer and the Juvenile Court.
Deputies do not independently arrest or detain juveniles without authorization from the Juvenile Officer or the court.
Confidentiality laws protect the identities of juveniles and the details of their cases. These laws limit what we can publicly disclose, not because we are withholding information, but because the law requires it.
What We Can Say
We do not condone what occurred and share the community's concern and sorrow for the loss of a defenseless animal. If the same conduct had been committed by adults, arrests would have been affected, charges filed, and case information released consistent with adult-case procedures. Because this case involves juveniles, the law requires confidentiality.
About the "red flag" concern
We've heard the worry that cruelty to animals can be a warning sign for future violence. That concern is taken seriously, and it is precisely why the referral goes to professionals who can combine accountability with appropriate age interventions (court oversight, counseling, services, or, when warranted, even detention). Those tools live with the JO and the court, not with the Sheriff's Office.
How the Community Can Help
If you have new, specific information related to this incident, please contact our non-emergency line. We will forward any additional, relevant information to the Juvenile Officer. We appreciate the community's passion and vigilance but please avoid vigilantism or harassment, as well-intended pressure can harm an active case and can become illegal. Deputies have completed their responsibilities under the law and will continue to cooperate with the Juvenile Division as requested. We ask for your understanding as juvenile justice proceeds within the legal framework designed to protect the community, ensure accountability, and address juvenile behavior appropriately.
Our commitment
We share the community's concern for animal welfare and public safety. Our deputies completed the investigation and made the legally required referral. From this point forward, the Juvenile Officer and court determine the outcome. That is the law and is built to protect the community, hold youth accountable, and, when possible, correct behavior before it becomes a lifelong pattern.
Thank you for understanding how the juvenile system works and for continuing to partner with us lawfully and constructively.
